Mary Sutter brings close to two decades worth of experience evaluating energy efficiency programs to our team. She is a gifted evaluator, with knowledge of cutting edge methodologies and research tools. She leads the quality control function on all of ODC evaluation efforts, and works with ODC analyst staff to ensure that data is presented in the best, most communicative way.

Ms. Sutter holds Masters degrees in both Adult Education and Engineering, bringing together technical knowledge and the ability to effectively get her point across to others. She has managed multiple energy efficiency program evaluations throughout the nation and facilitated public workshops. Over the past decade, she has used logic models and program theory to perform evaluability assessments and as the basis for evaluation research. Ms. Sutter has performed a wide variety of impact studies, process studies and engineering studies involving residential, nonresidential, and agricultural sectors. The analyses of these end uses and sectors have included rigorous assessments of net energy savings and changes in awareness, knowledge, and actions as well as market characterization and market effects studies. She has created and implemented residential, commercial, industrial, and agricultural onsite audits and telephone surveys. The breadth of her past experience allows Ms. Sutter to fully cover the needs of our clients.

Ms. Sutter helps to implement the ODC philosophy to work holistically with the client to determine specific evaluation needs and focus the work to meet the needs of the client, the budget, and other stakeholders where possible. She works out of ODC's Oakland office, but serves as a resource for all ODC energy evaluation project efforts.

Additionally, Ms. Sutter is among the first twenty people in the nation who will complete the Certificate of Evaluation Practice and Quantitative Evaluation Methods from George Washington University. The classes taken for these certificates are taught by today's foremost authors in evaluation practice and assure a broad and deep understanding of all aspects of evaluation.
